This tool is not made of steel because the effort required to seat the triggger guard could be handled by a lighter material. While it is fairly easy to do the job by hand, it would get to be a bore if you had to do a large number. Even thou it is made of a light material wear points are steel or what ever they thought was necessary to allow the tool to do its job for a long time.
